The European Parliament and member states have reached an agreement on further cuts to mobile roaming prices in the EU. The parties were in negotiations ahead of a planned final vote in parliament next month. If passed in parliament, the new prices are expected to take effect from 1 July.

The draft agreement caps the retail price of a SMS while roaming at EUR 0.11 and extends the current caps on voice roaming prices to 2012. Voice prices for making calls while roaming are expected to drop in stages to EUR 0.35 per minute from July 2011, from EUR 0.46 at present, while the price of receiving a call while roaming will fall to EUR 0.11 per minute in 2011 from EUR 0.22 currently.

A cap on wholesale data prices will also be introduced, at EUR 1 per MB, falling to EUR 0.80 in July 2010 and EUR 0.50 in July 2011. From March 2010, operators will also be required to automatically shut down access to data roaming if the customer generates a bill of EUR 50 or more, unless the customer choose a different billing option
