Tre operatorët e telefonisë mobile dhe Albtelekom nuk kanë nënshkruar marrëveshjen e interkoneksionit me operatorin e katërt të telefonisë mobile në Shqipëri, duke penguar daljen e këtij të fundit në treg në datën e parashikuar.
Edhe pse po skadon afati ligjor për nisjen e ofrimit të shërbimeve, që është data 8 korrik, është bërë e ditur se në rrugë ka dalë një tjetër pengesë: Mobile 4 AL, ose Plus siç do të njihet për publikun, ka dështuar të arrijë një marrëveshje interkoneksioni me operatorët e tjerë mobil dhe me Albtelecom.
Çështja ka shkuar për zgjidhje në Autoritetin e Komunikimeve Elektronike dhe Postare, por deri tani nuk ka asnjë bllokim të situatës.
Mobile 4 AL më datë 14 qershor i është drejtuar AKEP me kërkesën për zgjidhje mosmarrëveshjeje interkoneksioni me operatorët Albtelecom, AMC, Eagle Mobile dhe Vodafone Albania.
Mobile 4 AL në kërkesën e vet thekson se, pavarësisht të gjitha përpjekjeve dhe negociatave me Operatorët me Fuqi të Ndjeshme në Treg, nuk ka arritur marrëveshje me asnjërin prej tyre në lidhje me tarifën e interkoneksionit për terminimin e thirrjeve të gjeneruara nga rrjetet e këtyre operatorëve në rrjetin e Mobile 4 AL. TS and Government are expecting more than 5 billion EURO for its shares, Deutche Telecom is in talks as well and these two international companies are the most serious buyers. Both have expressed their interest for the takeover of Kosovo’s first and largest mobile Operator VALA which is fully owned PTK (Post and Telecom of Kosovo).

PRISTINA, March 29 (Reuters) – Kosovo should crack down on unauthorised mobile operators and get an international country code if it wants to make telecommunications privatisation more attractive to foreign investors, the manager of Kosovo Post and Telecom (PTK) said.
“There are a lot of illegal operators mainly from Serbia and we are losing around 200,000 potential consumers,” Shyqyri Haxha, executive director of Kosovo’s leading PTK, said in an interview on Monday. “For foreign investors the main thing is to eliminate those illegal operators.”
“This will increase the value of the company.”
Kosovo expects to launch a PTK tender by June and announce a winner in August or September.
Last week Pristina held an investors conference on the tender and companies inlcuding Hrvatski Telecom, which is part of Deutsche Telekom, Telekom Austria, Orascom Telecom from Egypt, Cable and Wireless of Britain and other companies attended.
As with many aspects of Kosovo’s economy, the unauthorised cell phone service is related to the tangled political situation in a country that declared independence two years ago. Serbia does not recognise the independence, and some firms have erected non-licensed cell phone towers in Serb-majority areas.
Mobile phones from Serbia operators are mainly used by the 120,000 Kosovo Serbs but also by majority Albanians who want to communicate with friends and relatives in Serbia more cheaply.
Kosovo’s government has issued just two mobile licences, one for PTK and the other to Telekom Slovenije. It is now studying whether to allow another operator.
NO INTERNATIONAL DIALING CODE
Kosovo has a national flag, anthem and other symbols of statehood, but the country of two million does not have a country telephone dialling code. International calls go through Monaco, Serbia and Slovenia.
“After we successfully reached an agreement with Monaco Telecom now we are paying 16.5 million euros ($22.18 million) per year to use their country code; before, we paid more,” said Haxha.
Kosovo is not a United Nations member and its International Telecommunications Union (ITU) has not provided Pristina with a country code.
PTK, with about 1.1 million mobile and 80,000 landline phone customers, also owns the postal service. Last year they won the contract to be the fourth mobile operator in neighbouring Albania, but failed to reach a target to start service in March.
“We are late with the operator in Albania because we want to start with our product not just in capital Tirana but in the whole country,” the CEO said.
Kosovo economic experts say PTK, which has contributed dividends of 234 million euros to Kosovo’s budget over the last decade, would reach a maximum price of 300 million euros in a sale, but Haxha said the company is worth much more. ($1=.7439 Euro) (Editing by Adam Tanner and Jon Loades-Carter)

it’s interesting that the Deutsche Telecom is running with 2 subsidiaries T-Hrvatski Telecom and Magyar Telekom both owned by DT,
Vala currently offers services to over 1 million subscribers and has a market share of over 70%. Money from this sale will be used for infrastructure development in Kosovo.

sthe novalties are that the price of call has been increased from 0.08 EUR to 0.09 EUR (huuuraaaayyy) so what are they are trying to do is not very clear, beside all of this Vala never informed anyone publicly that they have changed the billing fragment from 60/12 to 60/15 only the ones looking at the website of VALA can find that out.
beside all of this they never ever mentioned anywhere that they have stopped and changed the rate of recharging vouchers, till very late Vala was charging

so Vala is forgetting that they are a public company and they should inform people what they are doing and why they are doing these things.
some rummors out are saying that soon the second minute will be charged at 0.10 EUR
so Vala i think is preparing the market for the new entrant into mobile business in Kosovo Dardaphone (MVNO), in other hand IPKO will announce new products in a matter of days D3 (MVNO) as well so the idea is that everyone will try to go into 0.09 EUR/min.

Nje prej tyre ishte UN IVERS PG kompani shqiptare me partnere kompanine afrikane TELMAR, e cila ofroi 5 milion euro, ndersa kompania e dyte ishte Post Telekomunikacioni i Kosoves (PTK – VALA) me partnere ACI.
Kjo kompani ofroi 7 milione e 200 mije euro. Komisioni i shqyrtimit te ofertave ka bere vetem leximin e dokumentacionit.
Vendimi per fituesin do te merret pas shqyrtimit te ofertave perkatese. Sipas drejtorit te Autoriteti te Komunikimit Elektronik dhe Postar kompania fituese e tenderit per te qene operatori i katert celular ne vend duhet te jete nje kompani me eksperience te gjate ne fushen e telekomunikacionit, duhet te ofroje mbulim gjeografik te gjere dhe duhet te ofroje tarifa komunikimi me te uleta se operatoret ekzistues ne treg. something telecoms hate but all of them are implementing is Unlimited Packages so from all my experience and discussions i had with Executives @ telcos and blogs i read none of them is happy to implement such packages,
- most of them do it because they have to,
- others do becuae they think thats cool,
- others do it to kill to competition,
- and some just implement it because others did.
so the reason of this post is the new product of Vala (Kosovo’s first Mobile Operator) as of friday 12th of December 2008 they implemented the first unlimited package in Kosovo so what they did is really cool i like it, they advertise it as free weekend but i would rather call 1euro weekend meaning for 1 euro which you prepay you speak as much as you can to over 850,000 subscribers of vala for only 1euro isnt that great?
i have been using AT&T while i was in USA few months ago and their offer was simillar 1USD per day and you talk unlimited to all AT&T users thats good as well the differnce is that this was available everyday and in Vala only weekends but this is just the begining im sure of that.
so i expect that latest in mid January vala will be offering full unlimited for postpaid users and i assume this will cost not more then current Vala extra package 20euro + 3euro VAT total 23euro
the other news is Conference Call this is first time product as well and works only for postpaid users i tested it today and works great …i wil enjoy using it in the future gives you more abbilities in business specialy in decission making or deal making…
so in less then a year from 2nd most expensive country in reagion for usage of Mobile Phones with least services in the region we became the cheapest one in the region thats good for us (i dont know for operators)
and other new service from Ipko is ring back tone is being promoted it will be free for 1 month then i dont know they will charge something its kind of good product but hope people dont get confused when they call me…i dont see it very popular in other places while its very used in asian countries specialy Thailand Kosovo vs Thailand. i added mine so will see how people act when they call me there while i was posting this i just tested by calling my self from other then ipko network and results are as follows
calling from PTK fix network you hear a standard ring back tone
calling from Vala network you hear you custom ring back tone
and the last news for tonight is d3-mobile is lounching tomorrow but first infos i heard is that nothing spectacular is going to happen, they will be in same level with Ipko prices so more expensive then Vala, i will not speculate anything else but wait till tomorrow when we se their offers
